The register server is regsvr32 which registers Windows components such as .dll files.
System32 regsvr32.exe could be a part of Microsoft Register Server but safe for your computer. Check out if regsvr32.exe is a legitimate application or not. I have been having problems with maintaining internet connection and very slow web connectivity. Multiple pop-up browser pages opening out of nowhere. I have also been getting pop-ups for Microsoft Visual C Runtime Library has stopped functioning properly, Microsoft Register server has stopped working???
(A).1. Run a Virus scan using online live one care utility.

3. You can see cmd right click on it and run as administrator
Type sfc /scannow in command prompt and check.

Steps to boot to Safe mode with networking:
1. Restart your computer if it is powered on.
2. Tap the F8 key after your computer initially powers on.
3. Once you see the Advanced Boot Options menu you can stop tapping.
4. Use the up/down arrow keys to highlight your selection.
5. Select Safe Mode with Networking and press Enter.
6. You should see drivers loading, and then Please wait.
7. You should then be at the Welcome Screen.
8. Logon to your computer using an account with Administrator privileges.

If you don’t see this problem in safe mode with networking, then we can say that there is some third party program is interrupting. In this case you perform clean boot to find which program is causing the problem.

To help troubleshoot error messages and other issues, you can start Windows 7 by using a minimal set of drivers and startup programs. This kind of startup is known as a 'clean boot.' A clean boot helps eliminate software conflicts. Clean boot will stop any interference with other third party software on the computer.
Steps to perform clean boot:
1. Click Start, type msconfig in the Start Search box, and then press ENTER to start the System Configuration Utility. If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.
2. On the General tab, click Selective Startup.
3. Under Selective Startup, click to clear the Load Startup Items check box.
4. Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
5. Click OK.
6. When you are prompted, click Restart.
7. After the computer starts, check whether the problem is resolved.
